Raney has completed over 100 Air Quality Assessments and Greenhouse Gas Analyses for public and private sector clients throughout California. Raney’s air quality expertise ranges from private development projects, affordable housing projects, and large-scale specific plans, to unique and complex project such as mining and industrial projects. Raney’s approach is to coordinate with the lead agency, air district, and the applicant, tailoring our services to meet the unique needs of each client and the issues associated with individual projects.

The Air Quality Division of Raney specializes in preparing Air Quality Impact and Greenhouse Gas (GHG) Analyses for both public and private sector clients.

Air Quality Impact Studies

Raney’s Air Quality (AQ) Impact Studies are prepared as stand-alone technical reports that may be included in CEQA and/or NEPA environmental documents for technical analysis. The studies are prepared with recommended models, such as CalEEMod, EMFAC, and CALINE4, and are in support of air district or other jurisdictional permitting approvals. The analysis includes construction and operational criteria pollutant emissions estimation, cumulative impact analyses, objectionable odor analyses, and localized carbon monoxide and toxic air contaminant (TAC) emissions analyses. Throughout the preparation of the Air Quality Impact Studies, Raney coordinates with the local air districts for guidance and recommendations to ensure the reports are adequately and accurately prepared.

Greenhouse Gas Analyses

The Greenhouse Gas (GHG) Analyses prepared by Raney can be used as stand-alone technical reports or be used for inclusion into CEQA and/or NEPA environmental documents. The analyses will be in compliance with relevant global climate change regulations, such as AB 32, SB 32, and SB 375, and with applicable local climate action plans. Raney’s familiarity with the local air districts guidance and recommendations provide them with the tools to prepare the analyses in a timely manner. Raney will use CalEEMod for estimation of construction and operational emissions and coordinate with local air districts. The analyses will be in support of air district or other jurisdictional permitting approvals.

Health Risk Assessments

Health Risk Assessments (HRA) are prepared with recommended models, such as AERSCREEN, AERMOD, and HARP, and comply with the OEHHA Guidelines. Raney will use the models to obtain a TAC concentration estimation to use in calculating cancer and non-cancer risks. Raney will coordinate with local air districts throughout the preparation of the Health Risk Assessment to ensure accurate and adequate analyses.

Operational Air Quality Mitigation Plans

The operational Air Quality Mitigation Plans (AQMP) are prepared pursuant to the Sacramento Metro Air Quality Management District’s (SMAQMD) Guide to Air Quality Assessment in Sacramento County. The mitigation plans are prepared in compliance with SMAQMD’s Recommended Guidance for Land use Emission Reductions. Raney’s recommended mitigation measures are sufficient for the project to meet CEQA requirements and regional air quality goals.

GHG Reduction Plans

GHG Reduction Plans (GHGRP) are prepared pursuant to the SMAQMD’s Guide to Air Quality Assessment in Sacramento County and prepared in compliance with SMAQMD’s Recommended Guidance for Land use Emission Reductions. Raney will recommend all feasible mitigation measures sufficient for the project to meet CEQA requirements and regional climate change goals. The measures used to prepare recommended mitigation will be chosen in compliance with any applicable Climate Action Plans and the California Air Pollution Control Officers Association (CAPCOA) Quantifying GHG Mitigation Measures guidance document.

Climate Action Plans

Including GHG inventory and identification of GHG reduction requirements

Raney has experience preparing Climate Action Plans (CAP) for larger planning areas that comply with State regulations and recommending mitigation measures sufficient for a project to meet CEQA requirements and regional climate change goals.  The Climate Action Plans prepared will include GHG inventory and GHG reduction requirements for the planning area.

In addition to the above services, Raney provides on-call air quality consulting services to local jurisdictions as well as prepares air quality reports in support of environmental documents and State and Federal funding applications.
