Raney Division

Environmental Services

Raney’s wealth of knowledge and experience in preparing environmental documents is demonstrated over the wide variety of projects and environmental documents that Raney has completed for cities and counties throughout the State of California.  Mr. Raney and Ms. Gnos have over 40 years of combined experience in processing many highly controversial and complex EIRs completed for a variety of clients and projects. Mr. Raney’s and Ms. Gnos’ guidance and expertise enables staff to provide the attention to detail and creative approaches similar to larger EIR firms, while providing the successful on-schedule and on-budget processing that only a small firm can offer.  Raney is committed to providing tailor-made services to create high quality, legally defensible documents. For every client, Raney will share our experience and expertise throughout the process, as well as meet the proposed budget and schedule.

Projects range from unique and complex projects such as the Curtis Park Village and Remedial Action Plan EIR for the City of Sacramento to publicly controversial projects such as the Newman Ridge Mining EIR for Amador County and Galt Walmart EIR for the City of Galt. Raney’s unique experience ranges from preparing CEQA and NEPA documents for publicly controversial big box retail projects to large-scale specific plans and General Plans, as well as complex mining, timber conversion, solar, and sports complex projects. Raney has also prepared numerous environmental documents for standard residential, commercial, mixed-use, industrial, roadway, and infrastructure projects, including both privately-funded and publicly-funded projects. Raney has also prepared NEPA documents for housing and infrastructure projects requiring federal funding through HCD, as well as a projects requiring approval from the U.S. Department of Agriculture.

Over the past eighteen years, Raney has completed over 700 CEQA and NEPA related projects. Raney’s ability to adapt to each project at hand, provides the experience and capacity to effectively and efficiently address the key  issue and needs of each individual project to ensure the environmental document produced can withstand public scrutiny and, in some cases, legal opposition.
