Land Use Planning

President Tim Raney, AICP and Senior Vice President Cindy Gnos, AICP have both served as local government planning staff. Mr. Raney previously served as the Interim Community Development Director for the City of Oakley and is currently serving as the Community Development Director for the City of Wheatland. In addition, Ms. Gnos served as a planner for the City of Sacramento and the City of Dixon and currently provides planning and consulting services for various public sector clients.

Raney has provided extensive land use planning services to a variety of public jurisdictions within the Northern California region, including assistance with general plan updates, development of specific plans / precise plans, and updating advanced planning documents including ordinances and regulations. A few of these jurisdictions in which Raney has provided land use planning services includes the cities of Oakley, Galt, Lodi, and Wheatland. Notable planning projects including the APA award winning Community Vision, the Wheatland General Plan Update, and Oakley 2020 General Plan to name a few.

In addition to CEQA and NEPA services, Raney provides our clients with individually tailored planning services so as to alleviate workload pressures and assist with project processing.
